The Executive Board of the Bosnia and Herzegovina Football Federation, at its last session, held on 15.12.2022, adopted regulations on club licensing for participation in UEFA club competitions and competitions in the BH Premier League.
Decisions on the deadlines for the club licensing procedure in the 2023/24 competition season were adopted at this session.
At the beginning of this year, UEFA issued the new Regulations on Club Licensing and Financial Sustainability, as well as the Regulations on Club Licensing for Participation in the UEFA Women’s Champions League. The UEFA member associations have the obligation to adapt and adopt national regulations on club licensing by the end of the current year, which should be harmonized with the UEFA regulations. On 15.09.2022, a joint meeting of the BH Premier League clubs and the BH FF licensing Administration was held in Sarajevo. The meeting was also attended by Aleš Zavrl, head of the UEFA licensing department, who presented the key changes to the UEFA regulations on licensing for the next competition season.
The latest changes, which have become a mandatory part of the UEFA regulations, significantly tightened the criteria for obtaining a license for applicant clubs. The most difficult conditions that the applicant club must fulfil for granting a license primarily refer to the financial criterion. The applicant club must not have due and unpaid obligations towards other clubs, social/tax authorities, and players/employees. One of the key changes is the due date for meeting the obligations of the applicant clubs, which is being moved from the last day of the current year to 28th February next year. Clubs will have to settle their due obligations by 31st March next year. The new provisions of the regulations also cover employees who perform functions related to senior and youth teams. The regulation also includes a provision that ensures that the clubs do not have overdue outstanding obligations towards UEFA and the licensor (BH FF). The licensor has undertaken all necessary activities in the direction of timely delivery of information to the applicant clubs about the changes in the UEFA regulations.
In accordance with the key deadlines for the next licensing procedure, clubs will receive new regulations, as well as a set of documents with accompanying instructions. At the beginning of next year, regular seminars for applicant clubs will be held in the organization of the licensor, the BH FF.
