The seminar program was fully conducted by the FFBiH Referees and Refereeing Committee, and for the first two working days included topic sessions for referees and assistant referees, fitness checks, and joint attendance of expert lectures. The tests on the Laws of the Game, as well as situational video tests, were eliminatory.
Some of the topics covered at the seminar were:
- Amendments and additions to the 2025 Laws of the Game,
- What rules apply to referees and the role of VAR,
- Recognizing offside positions and intervention lines,
- Decisions in the penalty area,
- Handball situations,
- Rules for assistant referees and their role in VAR,
- Fouls and unsporting behavior,
- Analysis of situations from the 2024/25 Bosnia and Herzegovina Wwin League.
Following the referee sessions, the working seminar continued for the referee observers. For them as well, the test on the Laws of the Game and the situational video test were eliminatory. Afterwards, the following topics were addressed:
- Fair play across all areas,
- VAR intervention threshold,
- Fouls and unsporting behaviour,
- Referee assessment guidelines.
