Sixteen teams participated in the four regional leagues: South, West, Center and North, and the teams that qualified for the finals are ŽFK Leotar, FK Sloboda, FK Mladost Glamočani, and SFK 2000 Sarajevo.

The following teams competed in the South regional league: NK Inter Posušje, ŽF/NK Emina Mostar, ŽNK Brotnjo Čitluk, and ŽFK Leotar Trebinje. The Sarajevo team competed in the Center league, where they secured first place ahead of ŽFK Olimp Pale, FK Budućnost Banovići, and BAAP Sportivo Sarajevo. Participants in the West regional league were FK Mladost Glamočani, ŽFK Spartak Banja Luka, ŽFK Borac Banja Luka, and ŽFK Sloga Prijedor. And finally, FK Sloboda Tuzla won the North league, followed by ŽFK Sloga Doboj, ŽNK Posavina Domaljevac, and ŽNK Krivaja Zavidovići.
