A total of thirteen teams competed across three regional leagues: South, North, and West. The four teams that secured a place in the finals are ŽF/NK Emina Mostar, NK Sloga G. Vakuf/Uskoplje, SFK 2000 Sarajevo, and ŽFK Borac Banja Luka.
The South regional league featured ŽF/NK Emina Mostar, ŽNK Sloga, ŽNK Široki Brijeg, ŽNK Troglav 1918, and SK Dubrave.
SFK 2000 Sarajevo won the North league, finishing ahead of FK Sloga Doboj, ŽNK Posavina, and FK Budućnost Banovići.
In the West regional league, participating teams were ŽFK Borac, ŽFK Spartak 2013, ŽNK Željezničar 2011, and ŽFK Prijedor.
